Suspension of Child Allowance – Topic of Roundtable in North Mitrovica



On June 12, a roundtable was held at the Civic Energy Center (CEC) in North Mitrovica to address the suspension of child allowance payments for hundreds of families in Kosovo. The event was organized by the Advocacy Center for Democratic Culture – ACDC, as part of a project supported by UNMIK.

The roundtable brought together representatives of the Institution of the Ombudsperson of Kosovo, the Kosovo Agency of Statistics, civil society, and affected parents.

The decision of the Ministry of Finance, Labor and Transfers to suspend child allowance payments—reportedly for additional verification of residence—has left many families without clear information or legal justification for the suspension. Despite multiple invitations, the Ministry did not send representatives to the event.

Speakers at the roundtable included:

  • Niman Hajdari, Deputy Ombudsperson of Kosovo

  • Avni Kastrati, Director of the Kosovo Agency of Statistics

  • Ines Aljović Mihajlović, representative of affected parents and moderator of the event

Marija Savić, representative of the Parents’ Association, which independently began collecting documentation and representing affected families, presented the broader context and consequences—including economic losses, legal uncertainty, and the restriction of children’s fundamental rights.

During the discussion, participants addressed the non-transparent and contradictory criteria for verifying residence, irregularities during the population census, and the lack of institutional communication.

Deputy Ombudsperson Niman Hajdari emphasized the need to find the best solution in line with the Constitution and laws, while respecting the principle of the best interest of the child.

It was concluded that there is an urgent need to establish dialogue between institutions and affected communities, and to activate legal mechanisms to protect children’s rights and restore legally guaranteed social benefits.
