On June 24, 2025, the ACDC organization held a conference in Pristina focusing on the institutional rights of non-majority communities, with special emphasis on the employment of members of the Serbian community in Kosovo’s institutions.
At the conference, researcher Ognjen Gogić presented a report analyzing the reasons behind the low interest of young Serbs in working within Kosovo institutions. The findings show that key causes include political tensions, administrative obstacles, a complex diploma recognition process, and a deep-rooted lack of trust in the institutional system. It was also emphasized that legal obligations regarding proportional representation of non-majority communities in public administration, both at the central and local levels, are often not met in practice.
The event gathered representatives from Kosovo institutions, international organizations, civil society, and the media. The panelists were:
Emilija Redžepi, Deputy Prime Minister for Minority Affairs and Human Rights,
Naim Qelaj, Ombudsperson of Kosovo,
Nenad Rašić, Minister for Communities and Returns (technical mandate),
Habit Hajredini, Director of the Office for Good Governance,
Elizabeth Gowing, Diploma Verification Commission,
Ognjen Gogić, Researcher.
The discussion addressed the legal framework regulating non-majority rights, the challenges in the diploma nostrification process, the lack of awareness among youth regarding employment opportunities, and the importance of a more proactive institutional approach to inclusion. The conclusion of the conference was that although non-majority communities' institutional rights are guaranteed at the normative level in Kosovo, their practical implementation requires concrete, systemic, and long-term efforts.
The event was held as part of the project “Support to Institutions and Communities in Building an Open and Inclusive Society in Kosovo,” implemented by the International Organization for Migration (IOM), with support from the British Embassy in Pristina and the Embassy of Switzerland in Kosovo.
