Conference on Judiciary Challenges and the Reintegration of Judicial Professionals Held in North Mitrovica



The possible return of Serbian judges, prosecutors, and judicial staff to Kosovo's judicial institutions has once again become a topic of public discussion in northern Kosovo. In light of these developments, on 16 July 2026, ACDC organized a conference at the Civic Energy Center (CEC) in North Mitrovica focusing on the functioning of the judiciary, access to justice, and the prospects for the reintegration of judicial professionals.

The conference brought together representatives of institutions, attorneys, legal experts, international organizations, civil society organizations, and other relevant stakeholders to discuss the current state of the judiciary in northern Kosovo, challenges affecting access to justice, and the prospects for the reintegration of Serbian judges, prosecutors, and judicial staff into Kosovo's judicial institutions.

The event was opened by Andrea Lako, Head of the Justice Department at UNMIK, and Dušan Radaković, Executive Director of ACDC. In their remarks, they emphasized the importance of continuing institutional dialogue and creating conditions for the sustainable reintegration of justice professionals, highlighting that accessible and representative justice institutions are of key importance for citizens. The panel featured Gzim Shala of the Kosovo Law Institute, attorney Shyqyri Syla, and attorney Ljubomir Pantović, who discussed institutional challenges, the representation of non-majority communities within the judiciary, the efficiency of judicial proceedings, and prospects for the reintegration of judicial professionals.

Particular attention was given to the reintegration of Serbian judges, prosecutors, and administrative staff who left Kosovo's judicial institutions in 2022. Participants emphasized that sustainable reintegration requires continued institutional dialogue, greater legal certainty, protection of language rights, and practical measures to improve access to justice and rebuild public trust in judicial institutions.

The conference was organized within the framework of the project "Support to Reintegration, Language Rights and Backlog Reduction", with the support of UNMIK.
