Enhancing Transparency and Rule of Law in Kosovo-Serb Majority Communities in Kosovo



NGO AKTIV and NGO ACDC in North Mitrovica are pleased to announce the continuation of their joint project Enhancing Transparency and Rule of Law in Kosovo-Serb Majority Communities, financed by the Bureau of International Narcotics and Law Enforcement Affairs (INL).

Component 1 (C1): Anti-Corruption and Citizens’ Participation in Decision-Making Processes Action in Serb-Majority Municipalities

The objective of this to component is to increase the level at which local governing mechanisms operate in order to increase the level of citizen’s participation in decision-making processes

C1.A1: Expanding citizens’ access to anti-corruption mechanisms through formal cooperation with the Kosovo-Anti-Corruption Agency

This will be achieved through enhancing AKTIV’s already-existing ‘ABER’ iOS and Android application which was envisaged as a platform for enhancing members’ of non-majority communities access to information on their institutional rights and access to basic/essential services. As part of this initiative, the ABER application will be upgraded to include information on the Anti-Corruption Agency and will provide space to report incidents of corruption. This will be formalized with the signing of an MoU with the Anti-Corruption Agency.

C1.A2: Anti-Corruption and Transparency Initiatives Launched by Members of the Council

The Anti-Corruption Council will receive additional grassroots training on potential new and expanded initiatives, the three-day training will focus on joint local advocacy initiatives zeroing in on specific issues that affect their communities and that are linked to transparency and corruption at the level of local governance.

C1.A3: Advocacy and Public Information Campaign

The goal of the expanded advocacy and public information campaign will be to educate the citizenry on their rights in reporting corruption, mechanisms to report corruption, as well as their rights when it comes to participating in decision-making processes.

C1.A4: Production and publishing of three (3) policy briefs

The policy papers will focus on issues related to access to justice, corruption and transparency by examining themes (such as language rights and access to information and public services) in a comprehensive manner.

C1.A5:  Anti-Corruption and Transparency Forum

AKTIV will hold a two (2) day Anti-Corruption and Transparency Forum that will gather together institutional and political representatives, media, grassroots activities and civil society in a series of six (6) panel discussions covering these issues from a wide variety of different angles.

Component 2 (C2): Support to the Administration of Justice in Serb Majority Areas in Kosovo

The overall objective of the project is to improve the administration of justice in northern Kosovo and K/Serb majority areas in the other regions in Kosovo through support to judicial institutions and facilitation of inclusion of young lawyers from the non-majority communities into the law practice.

C2.A5:  Launching Event

An event to be held locally in North Mitrovica that will mark the official launching of project activities to the general public and all relevant stakeholders.

C2.A5: Strengthening court’s public outreach

The activity will include a series of trainings, followed by a mentoring program led by the hired expert.

C2.A5: Watchdog Trainings for young lawyers and civil society

Young lawyers and civil society activists from the non-majority communities in Kosovo will be trained to become Watchdogs against corruption.

C2.A5: Internship scheme

As a continuation of a successful established practice, the project includes minimum twenty (20) young lawyers who will complete the 3-months internship practice with the Law Offices in northern Kosovo. The scheme will provide a practical learning opportunity to the participants, where they will acquire practical legal skills through work on real cases, under the supervision of practicing lawyers.

C2.A5: Public awareness activities

These activities will complement and run concurrently AKTIV’s awareness raising and advocacy campaign, with a stronger focus on the judicial sector and access to justice: As a continuous need in northern Kosovo, a robust public campaign will be developed and implemented on the functioning of the integrated judiciary in K/Serb majority areas through series of public speaking and discussions and a robust media campaign. Public awareness campaign represents a continuous need to further increase trust of citizens toward integrated Kosovo judicial institutions, through increased knowledge on their work and its importance for the legal safety of the citizens.
