Current circumstances do not enable free and fair elections in the north

"Democracy in Action" is continuously following the developments related to the elections in the four northern municipalities, which are planned to be held on April 23.

Despite the several postponements of the election day and the deadlines for certification of political entities and their candidates, political entities, particularly those of the Serbian community, have not expressed their will to be part of the elections. Moreover, in North Mitrovica and Zubin Potok, where the Serbian community makes up over 90% of the population, there are no registered candidates from the Serbian community. DiA estimates that this situation may undermine the legitimacy of the institutions that will emerge from the elections, as it does not guarantee fair representation of the Serbian community.

Due to the resignations of the election officials of the Serbian community from the election management bodies and their lack of interest in applying, the CEC is facing challenges in conducting the necessary preparations to organize and administer a regular and genuine electoral process. Ambiguities related to the use of existing voting centres, the timely appointment and training of commissioners, and the carrying of election materials are some critical problems that the election management bodies are expected to face.

In general, the security situation in the four northern municipalities continues to be fragile. The resignations of Serbian police officers in those municipalities constitute a significant handicap in guaranteeing security, especially during the election process. DiA recalls that creating a safe environment is an essential prerequisite for ensuring free and fair elections.

On the other hand, as a result of these factors, there is a marked lack of interest among the citizens of the Serbian community to participate in the elections. This is expected to be manifested in a low turnout in the elections, which may undermine the legitimacy of the new institutions that emerged from the April 23 elections.

Therefore, considering the current situation on the ground, DnV assesses that the circumstances do not allow the organization and holding of elections in the north in accordance with the standards for free and fair elections.
