Panel Discussion on Labour Rights and Employment Held in North Mitrovica



On 24 February 2026, NGO ACDC organized a public panel discussion at EU House in North Mitrovica titled “Labour Rights and Employment: Challenges and Institutional Protection.” The event was held within the framework of the project “Justice@Work,” funded by the Community Development Fund (CDF) under the Human Rightivism program, with the support of Sida.

The aim of the discussion was to bring together representatives of relevant institutions, legal experts, and citizens to open a dialogue on key challenges in the field of labour rights, with a particular focus on institutional protection mechanisms and access to justice in northern Kosovo.

Laura Mustafa Berisha, Head of the Inspection Division in the Mitrovica Region at the Ministry of Finance, Labour and Transfers of Kosovo, spoke about the work of the Labour Inspectorate, emphasizing that its mandate has been extended to northern Kosovo and that the Inspectorate enforces the law and acts upon citizens’ complaints. The need for citizens to more actively report violations of labour rights was highlighted, along with challenges in the institution’s work, including limited capacities and language barriers, while noting that appropriate measures are imposed in accordance with the law.

Lawyer Nebojša Vlajić addressed the complexity of labour law and the specific legal context in northern Kosovo, where the existence of parallel systems may lead to legal uncertainty and hinder access to judicial protection. It was particularly emphasized that lengthy court proceedings further complicate the realization of workers’ rights.

Deputy Ombudsperson Srdjan Sentić presented the competencies of the institution and underlined the importance of protecting labour rights as an integral part of human rights protection, including the right to work and the prohibition of discrimination. 

It was concluded that it is necessary to improve institutional cooperation, strengthen the capacities of the Labour Inspectorate, ensure greater linguistic accessibility of institutions, and enhance the implementation of recommendations issued by independent bodies, in order to guarantee workers in northern Kosovo effective and meaningful access to justice.
