Pristina, 20 February 2026 – A roundtable dedicated to advancing the protection of the rights of non-majority communities and strengthening institutional mechanisms for their effective implementation was held on 20 February 2026 at Hotel “Sirius” in Pristina.
The event was jointly organized by NGO ACDC and the Ombudsperson Institution within the framework of a project supported by UNMIK, with the aim of fostering dialogue between representatives of institutions and civil society organizations on the state of community rights, challenges in their realization, and opportunities to improve existing protection mechanisms.
During the event, the Ombudsperson’s findings and positions regarding the state of community rights and their members were presented. Ombudsperson Naim Qelaj highlighted that in 2025 there was an increase in the number of complaints submitted by members of non-majority communities to the Ombudsperson Institution compared to 2024. As emphasized, this trend indicates growing challenges in the realization of community rights, but also increased public trust in the work of this institution.
The participants were also addressed by Jerome Bouyjou, Head of the UNMIK Human Rights Office and representative of the High Commissioner for Human Rights, as well as Mary Ann Hennessey, Head of the Council of Europe Office in Kosovo.
During the discussion, participants exchanged views on the key challenges faced by non-majority communities, with a particular focus on institutional accountability and the need to strengthen inter-institutional cooperation.
