Civil Society: KFOR Must Take Responsibility and Ensure Effective Security Oversight in Northern Kosovo



 

On October 16, 2025, an incident was recorded in which members of the Kosovo Security Force (KSF) entered the territory of northern Kosovo, with the police explaining that it was a "misplaced" unit. Such an explanation is unacceptable and causes serious concern among citizens, as it demonstrates a profound lack of institutional control and transparency in the field of security.

We remind that this is not the first time that members of the Kosovo Security Force have entered northern Kosovo with explanations whose credibility is highly questionable. This further deepens the sense of insecurity among the local population and points to a systemic failure in the oversight and coordination of security structures, as well as the continued politicization of security institutions.

According to the provisions of the Brussels Agreement and the mandate defined by the United Nations Security Council, KFOR holds the primary responsibility for monitoring and ensuring the security framework in northern Kosovo. Today’s incident clearly shows that the current operational capacity and model of KFOR’s presence are not adapted to the real security risks and dynamics on the ground.

The lack of adequate reaction and oversight by KFOR undermines citizens’ trust in international security guarantees and creates additional tension in an already fragile security environment.

Therefore, we call on KFOR to:
• Take full responsibility for overseeing the implementation of security arrangements in northern Kosovo;
• Increase the physical and operational presence of its units in the northern municipalities;
• Establish clear preventive mechanisms to prevent any unauthorized activities of armed formations, including the Kosovo Security Force, in this part of the territory.

Civil society from northern Kosovo expects a more decisive, responsible, and visible approach by KFOR to its mandate, since stability and security cannot rely on "misplaced" units, excuses, or their subsequent political misuse, but rather on trust, professionalism, and consistent implementation of international obligations.
