About NGO ACDC

NGO Advocacy Center for Democratic Culture (ACDC) is a non-governmental organization, founded and registered in 2011, and based in North Mitrovica. The goal of the organization is to fight for human rights, rule of law, democracy and an open, tolerant and peaceful society in Kosovo and the region.

Project Overview:

NGO ACDC is currently implementing a project aiming to facilitate inter-ethnic cooperation among communities in Kosovo, through a tailor-made online platform for the Office of Community Affairs and support to representatives of non-majority communities.

Development of the online platform will be implemented with the cooperation of the Office of Community Affairs and it will include recommendations from the non-majority community’s representatives. Final content of the platform will incorporate all legitimate suggestions for accessing documents, registration process, applying for funds from the government, and other issues important for non-majority communities. The entire platform will be available in six languages in order to address every community (Albanian, Serbian, Roma, Bosnian, Turkish and English). Preliminary list of platform content will include

  1. Registration of the NGO or eminent individuals who are dealing with the problems for a particular community. In that way, each NGO or individual can select the priority community they are working with, and focus on dealing with those particular problems. The list of registered NGOs will be transparent and public, so everyone can look it up and check it.
  2. Mechanism for online applying for the fund envisioned within the scope of Office of Community Affairs (or other donors that want to target non-majority communities
  3. Information about each particular community will be shared on the platform such as language, flag (if any), symbols, important dates of that community and information about the estimated number of citizens residing in Kosovo, the municipalities in which they are inhabited, etc. 
  4. Mechanism for reporting violation of the rights of the non-majority communities. A separate section in the platform will be designed for reporting the violation of the rights of the community members, and it will contain the form which will be filled with the details about the violation/appeal/complaint and uploaded with the relevant information.
  5. The platform can be extended based on any other accepted suggestion coming from communities or central-level institutions, during the consultation process or testing period.

The platform should be visually appealing, responsive, and optimized for optimal performance across various devices and browsers. Interested parties are requested to review the tender documents and submit their detailed proposals, including project timeline, cost estimation, and portfolio of relevant past work. The evaluation criteria will include technical expertise, project management capabilities, cost-effectiveness, and adherence to the specified requirements.

The web platform should have the ability to list the profiles of non-governmental organizations, where the information is pulled from another micro service or API.

The design of the platform should follow the book of graphic standards of the official Kosovo institutions. The development starts after the approval of the web design prototype (figma or adobe xd).

The website should be supported in 6 languages, including: Serbian, Bosnian, Turkish, English, Albanian, and Romani.

The following items should be included in the offer:

  • Testing and QA
  • Migration to production server
  • On-site SEO
  • Fully responsive web design & development
  • Content entry for all pages
  • Preparation of the REST API for the needs of the future mobile application
  • Modern design
  • Platform maintenance training
  • Development of the backend, backoffice and frontend part of the website

Please indicate the estimated working hours for completing the tasks, the price per working hour, as well as the time required to complete the entire work.

To apply for the tender, companies must give information for following eligibility criteria:

Legal Requirements: Proof of business registration in Kosovo, tax identification number, and any relevant licenses or certifications.

Relevant Experience: The number of years in business, specific expertise in web development or relevant industries, and references from previous clients or projects.

Technical Expertise: Experience with specific programming languages, frameworks, CMS platforms, and any other technical requirements necessary for the project.

Resources and Capacity: The size of the company, available resources (both human and technological), and the ability to manage and meet project deadlines.

Proposal Submission:

Deadline: The deadline for submitting proposals is 15.06.2023 at 23:59. Please ensure that your proposal is received by this deadline. Late submissions may not be considered.

Proposal Components: Your proposal should include the following components:

  • Cover letter: Introduce your company and express your interest in the tender. Provide a brief overview of your qualifications and experience.
  • Executive summary: Summarize your proposed approach, highlighting key points that make your company well-suited for the project.
  • Company profile: Provide an overview of your company, including its background, expertise, and relevant experience in web development.
  • Project timeline: Provide a detailed timeline that outlines the major milestones, deliverables, and estimated completion dates. Include any dependencies or critical paths that may impact the project schedule.
  • Cost estimation: Present a comprehensive breakdown of the costs associated with the project. Include a detailed itemization of expenses, such as development hours, licensing fees, and any additional costs that may arise during the project. If applicable, specify any payment terms or milestones.
  • References: Include references to past relevant projects that demonstrate your experience and ability to successfully deliver similar web development projects. Provide contact information for these references.

Language and Documentation: All proposals should be prepared in English language If any supporting documentation is required, such as financial statements or licenses, please include them as attachments to your proposal.
